We believe it lies mostly outside the borders because there is a greater possible threat out there and it would be harder to stop and locate the threat unless it was within our borders.
Some of the groups do have a valid argument such as the Earth Liberation Front. But most of the groups did not have a valid cause in harming and killing other people.
